Espagne : géopolitique d’une agriculture assoiffée
Résumé
The distribution of water in Spain between different regions and users has been complicated since the entry of the European Water Framework Directive. The implementation of environmental and sustainable objectives in its management contrasts with Spanish planning historically centred on increasing water availability in territories marked by scarcity. Water security is becoming increasingly sensitive in numerous river basins, and agriculture, the main beneficiary of these policies, faces numerous challenges. The power granted to the regions, in the autonomous framework, the political rivalries and the reticence of the irrigators towards the European postulates complicate the task of reversing these imbalances.
